I'm thinking a workman is climbing the pole, but no...it's this very strange cutout of a fisherman.
Those are propane tanks underneath. Not sure what one has to do with the other.

Wow, now that is definately an odd sight! Great catch! Looks kinda like something I saw at the circus this weekend,lol.
