I see this old truck weekly and enjoy watching the seasons change around it.
I bet the neighbors don't exactly appreciate it. But, until "home rule" makes the owner haul it off, it looks like they'll have to make peace with the wreckage.

Looks like it's been there for quite some time, can't imagine someone complaining now! I like the look of it :)
I can't even tell what kind it is, much less hazard a guess about the year. How long have you been seeing it?
