The Downtown Revitalization Project includes facade facelifts for older buildings that were deemed worthy of keeping. If you click to enlarge, you can see the original brick in the alley. I'm not sure if they cleaned and painted the front, or added new brick, but it's a different color.

This building was built around 1910 and was the old telephone exchange. When dial phones came along, the exchange was moved to the current AT&T location down the street.
